Board Policies

Under the directive of the Los Angeles County Board of Education, the Los Angeles County Office of Education began work in collaboration with the California School Boards Association (CSBA) to update/revise all of LACOE’s policies. The LACOE Policies Manual will continuously be a work in progress and the revision process will be ongoing. By utilizing CSBA’s policy updates, LACOE will effectively revise policies to stay current with changes in laws, including Education Code, Government Code, and other applicable statutes, regulations and court decisions.

Each policy is assigned a code number (i.e. 3580, 7345, etc.). Before each code number, you will find either:

BP     Board Policy

AR     Administrative Regulation

      Exhibit

BB     Board Bylaw

SP     Superintendent Policy

SR     Superintendent Regulation

SE     Superintendent Exhibit

Code numbers appear at the top-right hand corner of each policy. Lowercase letters in parentheses following the code number (a, b, c, etc.) indicate the page within the policy.

Board Policies and Board Bylaws are reviewed and adopted by the Los Angeles County Board of Education. Many policies are followed by an Administrative Regulation. An Administrative Regulation implements the Board Policies and often summarizes the law. In a few instances, there may be an Administrative Regulation without a Board Policy. Administrative Regulations and Exhibits are only approved by either the Superintendent or the Deputy Superintendent.

0000     Philosophy, Goals, Objectives and Comprehensive Plans

1000     Community Relations

2000     Administration

3000     Business and Noninstructional Operations

4000     Personnel (see note*)

5000     Students

6000     Instruction

7000     Facilities

9000     Board Bylaws

The County Superintendent serves as the employer for all LACOE employees. As a result, the 4000 personnel policies, regulations, and exhibits are not reviewed and adopted by the Los Angeles County Board of Education. They are reviewed and only adopted by the Superintendent or Deputy Superintendent.

The 4000 section is further divided based upon employee classification:

  • 4100’s     certificated employees
  • 4200’s     classified employees
  • 4300's     management, supervisory, and confidential employees

Some policies are "triple coded" (i.e. 4112.2, 4211.2, 4311.2) indicating that this policy applies to all employees - certificated, classified and management.
